The Applicant filed an RTI application dt.28.1.09 with the PIO, Central Railway,<br \/>\n      Mumbai.    He stated that on 28.1.09 when he was waiting outside the door of the<br \/>\n      ticketing hall in Mumbai from 6.01 am in the queue for senior citizens,      a constable<br \/>\n      Ramchandra Kadam and a Havaldar asked him to move away from the spot and when<br \/>\n      he protested and pointed out that it was a Sr.Citizen&#8217;s queue, the Havaldar informed<br \/>\n      him that he would allow only those having tokens of the previous day. When he was<br \/>\n      finally allowed in, he found 6 persons in the queue but only two had tokens of the<br \/>\n      previous day and rest were allowed through the main door after bolting the door<br \/>\n      where he was waiting. In this context, the Applicant requested for information against<br \/>\n      5 points. Shri Kamal Jain, PIO replied on 27.2.09 furnishing point wise information.<br \/>\n      Not satisfied with the reply, the Applicant filed an appeal dt.14.3.09 with the Appellate<br \/>\n      Authority stating that the PIO had not informed the procedure for issuing tokens and<br \/>\n      had not transferred Q.No.3 of the RTI application to the concerned Public Authority.<br \/>\n      On not receiving any reply, the Applicant filed a second appeal dt.1.7.09 before CIC<br \/>\n      seeking the following information:\n<\/p>\n<p>      i)      Rules and procedures for issuing tokens to Sr.Citizens at CST\n<\/p>\n<p>      ii)     How were the publicity given and which media carried the publicity\n<\/p>\n<p>      iii)    Why the Authorities failed to comply with the provisions of Sec.6(3) of the RTI<br \/>\n              Act.\n<\/p>\n<p>2.    The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing<br \/>\n      for March 11, 2010 through video conferencing.\n<\/p>\n<p>3.    Shri Atul Rane, PIO and Sr.DCM, Shri Shailesh Tawde, Law Assistant and Shri Samuel<br \/>\n      Herbert, CI represented the Public Authority and were present at NIC Studio, Mumbai<br \/>\n      while the Appellant was not present.\n<\/p>\n<p>Decision<\/p>\n<p>4.    The Respondents submitted that the points raised by the Appellant were replied to by<br \/>\n      the Appellate Authority in his letter dt.20.4.09. The Commission while holding that<br \/>\n      complete information has been provided however, directs the PIO to comply fully with<br \/>\n        Section 4(1)(b) and 4(2) of the RTI Act and to provide a compliance report to the<br \/>\n       Commission by 15 May, 2010.\n<\/p>\n<p>5.
