C.\n           (Deputy Accountant General)\n\n                               ---\n\n2. 05.01.2011<\/pre>\n<p>:          Mr. Mishra, learned counsel appearing for the petitioner<br \/>\n           submitted that the Board enhanced the load unilaterally and raised<br \/>\n           demand on that basis in December 2004 and thereafter petitioner has<br \/>\n           been making repeated representations, but no order has been passed<br \/>\n           thereon by the Board. Further the petitioner has been paying the bills<br \/>\n           on the basis of the earlier load.\n<\/p>\n<p>                        On the other hand, Mr. Rajesh Shankar, learned counsel<br \/>\n           appearing for the Board submitted that if the contentions of the<br \/>\n           petitioner is correct that no order was passed on the representations<br \/>\n           filed till today, he should have moved the court within reasonable time.<br \/>\n           He further submitted that in any event this billing dispute can be<br \/>\n           decided by &#8220;Vidhut Upbhokta Sikayat Nivaran Forum, Ranchi&#8221;.\n<\/p>\n<p>                        In the circumstances, petitioner is permitted to move the<br \/>\n           said forum within three weeks from today.       The petitioner and the<br \/>\n           Board will cooperate in early disposal of the matter before the forum. It<br \/>\n           is expected that the forum will decide the matter as early as possible<br \/>\n           and preferably within three months from the date of receipt of<br \/>\n           application by the petitioner.\n<\/p>\n<p>                        If petitioner deposits a sum of Rs. ten lacs within two<br \/>\n           weeks against both the connections, the electricity connections will not<br \/>\n<span class=\"hidden_text\">                                         -2-<\/span><br \/>\n              be disconnected. However, such deposit will be without prejudice and<br \/>\n              subject to final decision by the forum.\n<\/p>\n<p>                           With these observations and directions, this writ petitionn<br \/>\n              is disposed of.\n<\/p>\n<p>                                                          (R.
