MAHNADPUR, DISTRICT GOPALGANJ.\n------------------------------------------------------------------------------------------------ RESPONDENTS\n                                                     ********\n<\/pre>\n<p>3        4.2.2011                              Heard learned counsel for the State.<\/p>\n<p>                                               The petitioner was appointed as Assistant Teacher in a<\/p>\n<p>                                primary school in the year 1976. The writ application has been<\/p>\n<p>                                filed praying that he may be promoted as the Headmaster of the<\/p>\n<p>                                school in question.\n<\/p>\n<p>                                               Nobody appears for the petitioner to press this<\/p>\n<p>                                application.     However, it appears from the pleading that the<\/p>\n<p>                                petitioner would have retired by now and the ground for seeking<\/p>\n<p>                                promotion to the post of Headmaster is that somebody junior to<\/p>\n<p>                                him had been granted the promotion. The promotion on the post<\/p>\n<p>                                of Headmaster is given on the basis of seniority as well as<\/p>\n<p>                                vacancy.
