Justice V.GIRI\n\n Dated :12\/12\/2007\n\n O R D E R\n                                V.GIRI, J.\n                    =========================\n                       W.P.(C)NO.36649 OF 2007\n                    =========================\n                 Dated this the 12th day of December 2007\n\n                               JUDGMENT\n<\/pre>\n<p>      Petitioner is aggrieved by Ext.P3 order, by which the third<\/p>\n<p>respondent, who was earlier working as a Head Clerk in the Kayyur<\/p>\n<p>Cheemeni Grama Panchayat and was promoted as a Secretary under<\/p>\n<p>Ext.P2 order and posted to the Kumbadaje Grama Panchayat, has now<\/p>\n<p>been transferred in the place of the petitioner and posted in the<\/p>\n<p>Kayyur-Chemmeni Grama Panchayat. According to the petitioner,<\/p>\n<p>Ext.P3 is vitiated by a malafide exercise of power. In my view, if the<\/p>\n<p>petitioner has a grievance against Ext.P3, he is entitled to approach<\/p>\n<p>the government in that regard. Petitioner points out       infraction of<\/p>\n<p>Ext.P4 guidelines also. In the circumstances, the writ petition is<\/p>\n<p>disposed of permitting the      petitioner to approach the government<\/p>\n<p>challenging Ext.P3.
