WJC NO.988 OF 2008\n                          SANTOSH CHANDRA KUMAR\n                                       Versus\n                              The State Of Bihar &amp; Ors\n                                      -----------\n<\/pre>\n<p>24.   01.07.2011              Upon hearing the learned counsel for the petitioner<\/p>\n<p>                     and going through the record submitted by the State<\/p>\n<p>                     Government, this Court appoint none else but the State Counsel<\/p>\n<p>                     i.e. GP-3 Smt. Nivedita Nirvikar to inspect the Mental Asylum<\/p>\n<p>                     Home and Woman Remand Home and submit her independent<\/p>\n<p>                     report by Wednesday.        She is appointed in the capacity of<\/p>\n<p>                     Commissioner and to submit the report after verifying the factual<\/p>\n<p>                     status of these Homes, so that we may examine the accuracy of<\/p>\n<p>                     the affidavits filed by the State.\n<\/p>\n<p>                                  Since it is an independent assignment by the Court<\/p>\n<p>                     to Smt. Nivedita Nirvikar, she shall be paid Rs.10,000\/- fee for<\/p>\n<p>                     this work.\n<\/p>\n<p>                                  List this case on 6th July, 2011 for passing final order<\/p>\n<p>                     on Remand Home.\n<\/p>\n<p>                                  Secretary of the concerned department shall depute<\/p>\n<p>                     an officer to assist the Court Commissioner.<\/p>\n<p>                                  A copy of this order shall be given to the State<\/p>\n<p>                     Counsel by Tomorrow.<\/p>\n<pre>\n\n\n\n                                                  ( Prakash Chandra Verma, J. )\n\n\n        Mkr.
