Bengal assembly passes bill for time-bound services

The West Bengal assembly Monday passed a legislation making it mandatory for the state to deliver services to the citizens within a stipulated period, in an effort to stop harassment of the public.

The West Bengal Right to Public Services Bill, 2013 provides that citizens applying for any services from any department or a local body under the state government would get an application number.

The citizen can track the status of the application through the application number online or other avenues.
According to the legislation, the state government would appoint a commission by issuing a notification.
The West Bengal Right to Public Service Commission would go through the complaints of people not receiving the services in time.
The bill was passed by the cabinet in March and later sent to the select committee following a demand from the opposition.

The nuisance created by the use of vehicle back-horns or reverse horns and the cracking-noise created by the use of remote-control car keys (used for locking and unlocking vehicles) is increasing day by day in Calcutta. Is there a law that bans the use of these devices? To whom can we complain about this? Is there a Central legislation to ban them? How to stop this serious environmental noise pollution?
