A court here has asked the Delhi Government’s Anti-Corruption Branch to file an action-taken report on July 4 on a corruption complaint against Chief MinisterDi Sheila kshit and Transport MinisteArvinr der Singh Lovely. They have been accused of allegedly granting the contract for conducting lane tests, while issuing fitness certificatMinisteArvinr der es to commercial vehicles, to a private company by causing a loss to the State exchequer.<\/p>\n
Metropolitan Magistrate Neeraj Gaur sought the report from the Anti-Corruption Branch on a complaint filed by RTI activist Vivek Garg. Mr. Garg alleged that he was forced to file the complaint in court as despite his report of a cognisable offence the police had failed to register an FIR against the persons he has accused.<\/p>\n
Former Transport Commissioner R. K. Verma and ESP India, the company which was granted the contract for inspection and certification (I&C) lane tests of commercial vehicles, have also bemed in the complaint.<\/p>\n
\u2018Tenders not invited’<\/p>\n
Mr. Garg alleged that the Government gave the contract for lane test without inviting tenders, that the company charged Rs.400 per vehicle for the test, of which revenue, nothing was shared with the Government. He said that besides this fee, the Transport Department charged Rs.100 for issuing the fitness certificates. He also alleged that the entire investment including payment for machines and other infrastructure was paid by the Transport Department.<\/p>\n
The complainant also sought the court’s direction seeking lodging of an FIR for cheating, criminal breach of trust by public servant, criminal conspiracy and various sections of Prevention of Corruption Act.<\/p>\n
\u201cCrimes of cheating, fraud, embezzlement, criminal breach of trust, etc, have been committed in awarding the contract to the private company for I&C Centre at VIU-Burari, Delhi which is worth over Rs.100 crores and is an ongoing scam\u2026crores of public money have been siphoned off\u2026.that when whole of the investment has been done by the Government of NCT of Delhi and no revenue is shared by the Government, then on what grounds the contract was awarded to a private company without calling any bid\/tender,\u201d Mr. Garg said in his complaint.<\/p>\n
