{"id":21753,"date":"2012-07-15T11:15:41","date_gmt":"2012-07-15T05:45:41","guid":{"rendered":"https:\/\/www.legalindia.in\/news\/?p=21753"},"modified":"2012-07-15T11:15:41","modified_gmt":"2012-07-15T05:45:41","slug":"upsc-to-disclose-civil-services-prelims-marks","status":"publish","type":"post","link":"https:\/\/www.legalindia.com\/news\/upsc-to-disclose-civil-services-prelims-marks","title":{"rendered":"UPSC to disclose civil services prelims marks"},"content":{"rendered":"<p>The <span style=\"color: #800000;text-decoration: underline\"><strong>Delhi High Court<\/strong><\/span> has directed <span style=\"color: #800000;text-decoration: underline\"><strong>Union Public Service Commission<\/strong><\/span> (UPSC) to disclose the marks obtained by candidates in the civil services preliminary examination 2010.<\/p>\n<p>\u00a0A bench of <span style=\"color: #800000;text-decoration: underline\"><strong>Acting Chief Justice AK Sikri and Justice Rajiv Sahai Endlaw<\/strong><\/span> gave the ruling, dismissing UPSC&#8217;s appeal against a single judge order to disclose the marks, albeit only of successful candidates in the 2010 preliminary exam.<\/p>\n<p>\u00a0The bench directed for disclosure of marks of all candidates including unsuccessful ones.<\/p>\n<p>\u00a0The bench asked UPSC to make public the marks within eight weeks, saying,<span style=\"text-decoration: underline\"><em> &#8220;An examinee is entitled to satisfy himself\/ herself as to the fairness and transparency of the examination and the selection procedure and to maintain such fairness and transparency disclosure of raw marks, cut-off marks and the scaling method adopted is a must&#8221;.\u00a0\u00a0&#8220;We are even otherwise of the view that there could be no secrecy or confidentiality about the method of scaling\/ actualisation adopted by an examiner&#8221;.<\/em><\/span><\/p>\n<p>\u00a0The very objective of the RTI Act is transparency and accountability.
