A former senior official of the Department of Higher Education has been sentenced to four years in jail for submitting forged bills by a court which said that corruption by a public servant is “most serious” in a democratic society.<\/p>\n
The court also imposed a fine of Rs one lakh on convict Dr Ram Krishna Mishra, former Assistant Director in Commission of Scientific and Technical Terminology (CSTT), Department of Higher Education, after holding him guilty of submitting forgery bills of over Rs 87,000 to the department.<\/p>\n
Mishra had submitted the forged bills of travelling and dearness allowances of 14 persons who had not participated in a seminar organised by the CSTT on January 22-23, 2008 in the Department of Hindi Karnataka State Open University (KSOU) at Mysore in Karnataka.<\/p>\n
“Though the corruption, in any form, by anyone, in any system is a serious offence but in a democratic society, the corruption by a public servant is most serious which does not deserve any leniency,” Special CBI Judge Sanjeev Jain said.<\/p>\n
According to the CBI, Mishra was given the responsibility to organise the Mysore seminar and 94 persons were scheduled to participate in it.<\/p>\n
The agency said that after Mishra returned to the office here after completion of the seminar, he claimed an amount of Rs 34,962 as contingency honorarium which was sanctioned to him on March 25, 2008.<\/p>\n
He submitted the original bills of contingency expenditure made during Mysore seminar and attendance sheets of various participants along with the bills, the CBI said.<\/p>\n
It said that on June 19, 2008, Mishra submitted bills for Rs 1.36 lakh to make payments of the TA\/DA bills of various participants of the seminar, but 14 out of them had denied their participation in it.<\/p>\n
