A 72-year-old former MD at Khadi Gram Udyog was on Wednesday given a five-year jail term and fined Rs10 lakh by a Delhi court for possessing disproportionate assets of over Rs52 lakh.<\/p>\n
CBI special judge Dinesh Kumar Sharma handed down the jail term to S Malaichamy, an IAS officer of 1971 batch (AGMU cadre), who had also worked as Delhi’s chief electoral officer, after holding him guilty under provisions of the Prevention of Corruption Act.<\/p>\n
“The Indian Administrative Service, to which the convict belongs, is the premier service of this nation. The Union Public Service Commission recruits the best of the talent and such officers are given the senior most positions in the government.<\/p>\n
“Practically, every department is being controlled by the IAS officers. With such a position, the expectation of the people of this country and the system, from such officers, also increases manifold,” the court said.<\/p>\n
The CBI had alleged that since he joined as IAS officer in 1971 his total income was Rs 46 lakh, however, he was found in possession of assets to the tune of Rs 1.3 crore which was highly disproportionate to his known source of income.<\/p>\n
The CBI had registered the case in 2002 against accused Malaichamy for possessing assets worth over Rs52.68 lakh more than his known source of income during 1985-2002.<\/p>\n
The court in its 241-page judgement said Malaichamy, since retired, has been held to have amassed huge properties in his name and in the name of the members of his family.<\/p>\n
“The conduct of the convict was apparently dare devil, where his close family was openly indulging themselves in advancing loans to the private parties,” it said.<\/p>\n
The court agreed to the CBI’s plea and ordered that Malaichamy’s five properties in Delhi and Uttar Pradesh be confiscated.<\/p>\n
The CBI after registering the case against the accused had conducted searches at seven places in the national capital and two in Tamil Nadu in 2002.<\/p>\n
It had said that he and his family members had invested around Rs 3.73 lakh in FDs\/NSCs\/NSS. Besides that, a large number of valuable gift items, including silverware, expensive glass items, costly pens and crockery had also been recovered.<\/p>\n
Malaichamy, who was holding the post of managing director of Delhi Khadi and Village Industries Board, was given an additional charge of Election Commissioner in 2001 after the approval by the lieutenant governor, Delhi.<\/p>\n","protected":false},"excerpt":{"rendered":"
