A Bill, namely, the Representation of the People (Second Amendment) Bill, 2008 has been introduced in Rajya Sabha on the 24th October,2008, which inter-alia includes among others, the proposal to increase the security deposit of the candidates from Rs.10000 to Rs.25000 and Rs.5000 to Rs.10000 for Lok Sabha and Vidhan Sabha respectively, which would be reduced by fifty percent for candidates belonging to Scheduled Castes and Scheduled Tribes, with a view to discourage non-serious candidates for filing nominations and contesting elections. The Bill was examined by the Department Related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice which in its report inter-alia observed ask under, – \u201c The Committee feels that the proposed amendment will, to a certain extent, discourage such non serious candidates, it endorses the amendment\u201d. <\/p>\n

This information was given by Dr M.Veerappa Moily, Minister of Law and Justice in the Rajya Sabha today in a written reply.
