The lawmakers will have to apply their mind,\u201d he\u00a0said.\u00a0 He said if the proposal sails through, then NRIs will be\u00a0sent ballot papers electronically and they will have to return\u00a0it to poll authorities \u201cphysically\u201d.<\/p>\n<p id=\"ms__id738\">Explaining the feasibility aspect in not allowing NRIs to\u00a0vote at embassies, he said the MEA was of the view that it\u00a0will be difficult to allow such an exercise because, in some\u00a0countries, the NRI population could be equal to the local\u00a0populace and it will be difficult to hold such an exercise at\u00a0the embassy.<\/p>\n<p id=\"ms__id739\">Another problem is that some of the countries may not be\u00a0democracies and they may object to NRIs exercising their\u00a0democratic rights.\u00a0 Asked how EC would check misuse of proxy voting, he said\u00a0let the facility first begin for NRIs.\u00a0 \u201cThe committee is of the view that e-postal ballot, where\u00a0blank postal ballot is transferred electronically to NRIs and\u00a0returned by post, can be employed after validation of the\u00a0process and pilot implementation in one or two constituencies\u00a0and then be scaled up for parliamentary elections if found\u00a0feasible, practicable and meeting the objectives of free and\u00a0fair elections,\u201d said the report given to the SC.<\/p>\n<p id=\"ms__id740\">The 50-page report was prepared by a 12-member committee\u00a0led by Vinod Zutshi, Deputy Election Commissioner, for\u00a0\u2018Exploring Feasibility of Alternative Options for Voting by\u00a0Overseas Electors\u2019.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Election Commission favours\u00a0proxy voting and e-ballot for NRIs but not voting in Indian\u00a0embassies abroad.\u00a0 It says the Ministry of External Affairs (MEA) does not\u00a0favour voting in missions abroad. \u201cWe are not opposed to anything.
