It is the coffers of public financial institutions that have been swept clean,&#8221; Justice Dalvi said.<\/p>\n<p>&#8220;They (Srinivasan and Sitaraman) have degraded themselves by misappropriating public property for illegal and criminal ends causing enormous monetary loss to the public exchequer.
