No cognizable offence was made out,&#8221; the ATR filed before Metropolitan Magistrate Muneesh Garg said.<\/p>\n<p>The court fixed the matter for further proceedings on November 24.<\/p>\n<p>The court had on October 29 directed the police to file an ATR on the criminal complaint by advocate Satya Prakash Gautam seeking lodging of FIR against Singh under provisions of SC\/ST (Prevention of Atrocities) Act, Information Techology Act and the IPC.<\/p>\n<p>&#8220;Summon, try, punish and confiscate his entire property which the accused person had collected through unfair means by exploiting the religious feelings of innocent citizens, under appropriate sections SC\/ST (POA) Act, IT Act and IPC,&#8221; the complaint has said.<\/p>\n<p>During the hearing today, the complainant claimed that the police report was &#8220;false and baseless&#8221; as Singh, being a minister, was in power. He argued that the minister had &#8220;deliberately&#8221; used such language to insult the community and his words promoted enmity.<\/p>\n<p>The complaint sought action against SHO of Jafrabad Police Station for not taking action on his complaint and refusing to register FIR in the matter.<\/p>\n<p>Singh had kicked up a storm with his alleged comments that the Centre cannot be blamed if somebody throws a stone at a dog in connection with the Faridabad incident.<\/p>\n<p>In the complaint, the advocate has said that Singh&#8217;s alleged remark had hurt the sentiments of his community.<\/p>\n<p>&#8220;The statement of General V K Singh has caused immense damage to the entire community with a view to denigrate the prestige and honour of scheduled caste children with deliberate and malicious intention the religious feelings of entire scheduled caste community,&#8221; the plea alleged.<\/p>\n<p>( Source &#8211; PTI )<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Minister of State for External Affairs V K Singh did not make any &#8220;specific derogatory and humilating&#8221; statement warranting his prosecution on a criminal complaint for his alleged &#8220;dog&#8221; remark, Delhi Police told a court here today.
