Senthil Kumar, who issued the directive, told IANS here Tuesday: &#8216;It will be effective from Feb 25. It will keep Patna clean and garbage free.&#8217;<\/p>\n<p>He also said that people found washing utensils, clothes and vehicles in public places and not keeping their by-lanes clean would have to pay fines.<\/p>\n<p>He said action would be taken against concerned officials for not implementing the new rule.<\/p>\n<p>&#8216;Spitting, urinating, littering and throwing garbage in public are bad habits.
