Background

1. The Applicant filed an RTI request dt.30.9.08 with CPIO, Dept. of Post,
Bikaner. He requested for information against 10 points regarding his
selection and termination of services along with certified copies of documents
attached with SPO Bikaner’s letter dated 26.7.93. On not receiving any
information from the CPIO, the applicant filed a complaint dt.30.9.08 before
CIC. In his complaint, he stated that he requested CAPIO, Dept. of Post,
Bikaner to receive his three RTI applications. She refused to receive the
applications and ordered that they be handed over to one Mr.Vishnu Garg, PA
in HPO to the newly appointed CAPIO. He went to HPO but Mr. Garg who
was not available on his seat. He also stated that this happened even after
the circulation of PMG, Jodhpur’s Circular dt.19.1.07 asking the Post offices
to display the particulars of CPIO/ACPIO and Appellate Authority of the
concerned office at the entrance, for the public.

2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing for February 27, 2009.

3. Mr. G.N. Kanwaria, Asstt. Supdt. Post, Bikaner(S0, Sub Divn represented the
Public Authority.

4. The Applicant was not present during the hearing.

Decision

5. The Respondent submitted that when the Appellant came to hand over the
application to the Postal Asstt. under Bikaner Head Office, since the Postal
Asstt. was not on his seat, the CPIO accepted the application on the same
date (1.10.08) and requested the Appellant to deposit Rs.10/ RTI fee vide
letter dt. 10.10.08. However, no information was received from the Appellant.
Hence no information was supplied.

4. The Commission advises the Appellant to file a fresh RTI application along
with the requisite fees for the information he requires.

5. The appeal is dismissed.
