Title: Need to include Boro and Boro-Kachari people living in the Autonomous Districts of Karbi Anglong and North Cachar Hills in the list of the Scheduled Tribes. — Laid

SHRI SANSUMA KHUNGGUR BWISWMUHIARY (KOOKRAJHAR) : I bring to the notice of the House a most peculiar situation being faced by the indigenous Bodo-Tribal people living in the two autonomous Hills Districts of Assam viz: Karbi Anglong and North Cachar Hills. The Bodo people living in the plains areas of Assam are enlisted as the Scheduled Tribes as per the list of the Constitution (Scheduled Tribes) Order, 1950 in relation to Assam, whereas the Bodo people living in the aforementioned two Hills Districts have not been granted as yet the status of the Scheduled Tribes (Hills) although they have been living in these two Hills Districts since the time immemorial. On the 23rd October, 1991 the Karbi Anglong Autonomous District Council and on the 9th January, 1998, the State Government of Assam recommended this long-pending issue to the Government of India. This matter has already been cleared by both the National Commission for STs & SCs and the Registrar-General of India. The Standing Committee on Labour & Welfare also has recommended this long-pending matter through its 27th Report presented to the Lok Sabha on 12th December, 2002. It is also a worth mentioning fact that the Government of India has already included one Tribal community named, “Lalung” of Karbi Anglong Autonomous District in the list of the Scheduled Tribes (Hills) at the time of revising the Scheduled Castes and Scheduled Tribes Orders (Amendment) Act, 2002″. Further it is also a noteworthy fact that the Bodos living in Meghalaya, a Hill State in North-Eastern Region, also have already been included in the list of Scheduled Tribes (Hills) with effect from 1980.

I urge upon the Government of India to take appropriate steps to include the Boro, Boro-Kachari living in the Autonomous Districts of Karbi Anglong and North Cachar Hills, in the list of the Scheduled Tribes (Hills) at the earliest possible.
