:JUDGMENT

Heard the learned counsel appearing for the appellant.

2. In this appeal the impugned order in letter No.52891/ 1/2002 dated
5.7.2005 on the file of the Inspector General of Registration was challenged.
For document No.1708/01, the Special Deputy Tahsildar(Stamps) has fixed the
value of the land for registration as Rs.4,360/- per cent as per Section
47(A)(1) of the Indian Stamp Act. As per Section 47(A)(6) of the Indian Stamp
Act, suo motu revision was taken up by the Inspector General of Registration.
The Inspector General of Registration in his impugned order in Letter No.52891/
1/2002 dated 5.7.2005 has fixed the value of the land in Survey No.13/1A3B as
Rs.8000/- per cent on the basis of the report filed by the Deputy Inspector
General of Registration dated 7.4.2003. The said order of Inspector General of
Registration dated 5.7.2005 is being challenged in this appeal. At the time of
admission, this Court thought that before admitting the appeal, it is better to
verify the guide line value for the land bearing survey No.13/1A3B in Melur
Village. The copy of the guide line was produced before this Court today. On a
perusal of the guide line will go to show that the value fixed for Survey No.
13/1A3B of Melur Village is Rs.12,800/- per cent. So it cannot be said that the
Inspector General of Registration in his order in Letter No.52891/ 1/2002
dated 5.7.2005 has fixed the value for Survey No.13/1A3B in an arbitrary manner.
So I do not find any reason to admit this appeal. The value fixed in Survey
No.13/1A3B per cent is Rs.12,800/- per cent as per the guide line value by the
Inspector General of Registration for the purpose of registering the document
No.1708/01 wherein the property in Survey No.13/1A3B of Melur Village is for
below the guide line value. So there is no substantial question of law involved
in this appeal for admitting this appeal. Hence this appeal is dismissed at
the admission stage itself. Consequently, connected C.M.P.No.2684 of 2006 is
also dismissed.
