Title : The Minister of State in the Ministry of Petroleum and Natural Gas laid a statement regarding status of implementation of the recommendations contained in the 23rd Report of the Standing Committee on Petroleum & Natural Gas on Oil Refineries – A Citique pertaining to the Ministry of Petroleum and Natural Gas.

 

THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI JITIN PRASADA):  I beg to lay the Statement on the status of implementation of recommendations contained in the 23rd Report of the Standing Committee on Petroleum & Natural Gas (14th Lok Sabha) in pursuance of direction 73A of the Hon’ble Speaker, Lok Sabha vide Lok Sabha Bulletin-Part II dated September 01, 2004.

The Twenty-third Report of the Standing Committee on Petroleum & Natural Gas (14th Lok Sabha) was presented to the Lok Sabha on 18.12.2008. The Report relates to “Oil Refineries – A Critique”.

Action Taken Statements on the recommendations/observations contained in the Report of the Committee had been sent to the Standing Committee on Petroleum & Natural Gas on 18.3.2009 and 30.3.2009.

There are 20 recommendations made by the Committee in the said Report where action is called for on the part of the Government. These recommendations mainly pertain to issues like expansions in the existing refineries of Public Sector Oil Companies, Paradip Refinery and Petrochemical Project, profitability of North-East Refineries, Numaligarh Refinery Limited, Barauni and BRPL, enhancement of Gross Refining Margins of Public Sector Refineries, R & D expenditure incurred by the Oil Public Sector Companies, deployment of adequate manpower in R&D Centres of Oil Companies, processing of high sulphur crude by the Public Sector refineries, completion of upgradation projects of different Public Sector Oil Refinery Companies in accordance with the stipulation of the Auto Fuel Policy, Capacity Expansion cum Modernisation Project of BPCL Kochi Refinery, Fuel and Loss and Hydrocarbon Loss of the Public Sector Refineries, export of Petroleum products, Integrated Refinery Business Improvement Programme, rainwater reservoir facility, Community Development activities etc.

Present status of implementation of various recommendations made by the Committee is indicated in the Annexure to my Statement, which is laid on the Table of the House. I would not like to take valuable time of the House by reading out the contents of this Annexure. This may please be considered as read.
