The Appellant wanted information in regard to issuance of Bogus Cards and black-marketing of
Oil.

1. Copy of A.P.L. Stamping List Circle No. 68 has not taken
cognizance of any such matter.
2. Copy of Master card register along with photo -do-
proof.
3. Copy of Daily sale register from last 1st -do-
December to 30 January.
4. Amount of oil distributed by the ration shops to -do-
such card holders in the abovementioned time
period.
5. Inspection of addresses of such card holders’ -do-
address along with the Circle Inspector.
6. Details of cards of the shops. -do-

Unsatisfactory information received from the PIO.
First Appellate Authority (FAA) ordered:
Inspection of records may be carried on during public audit hours on any Saturday (except 2nd
Saturday) between 2-5pm. The appellant may mark in pencil the pages that need to be copied on
payment of requisite fees.
Ground of the Second Appeal:
Unsatisfactory information provided by the PIO.

The following were present:
Appellant : Mr. Irshad;
Respondent : Mr. Mange Ram, Public Information Officer & Asstt. Commissioner (North East);
The Appellant had sought information about bogus cards and black marketing of
Kerosene. The PIO has replied that there is no record of this nature. It is advisable for appellant’s
not make allegations of this nature but to just obtain information. After obtaining the information
they will then be able to prove that something is going wrong.
Decision:
The Appeal is dismissed.
The information has been provided.
This decision is announced in open chamber.
Notice of this decision be given free of cost to the parties.
Any information in compliance with this Order will be provided free of cost as per Section 7(6) of RTI Act.
