        The Appellant was not present in spite of notice.
        On behalf of the Respondent, the following were present:-

The brief facts of the case are as under.
2. The Appellant had requested the CPIO, in his application dated July
10, 2008, for a number of information regarding the transfer policy followed
by the Bank in the Delhi Centre for transfer of the Award staff. The CPIO
belatedly, on September 2008, provided partial information. Not satisfied
with his reply, the Appellant approached the first Appellate Authority on
October 14, 2008. The Appellate Authority disposed of the appeal in his
order dated November 6, 2008 by endorsing the decision/reply of the CPIO.
It is against this order that the Appellant has come before the Central
Information Commission in second appeal.
3. The Appellant was not present in spite of notice. The Respondents
were present and submitted that the CPIO had provided as much
information as available against these queries. We carefully examined the
reply of the CPIO and find that he did not cover all of the Appellant’s

queries and needs to respond to some of the remaining queries. Therefore,
we direct him to provide to the Appellant within 10 working days from the
receipt of this order, the following pieces of information:-
(i) extracts of the policy guideline/circular of the Bank, if any,
according to which the Executive members of Award Staff Union
at the level of Delhi Centre are exempted from the application of
the general policy on transfer; and
(ii) the names of those Award staff/ employees in Delhi Centre whose
combined stay at one or more places within the Centre has
exceeded five years; and the copy of the approval, if any, from
the competent authority for allowing such overstay.
4. Besides, we also direct the CPIO to explain in writing within 15
working days from the receipt of this order, the circumstances in which he
failed to respond to the request for information within the stipulated period
of 30 days. He may please note that if we do not receive any satisfactory
reply on time, we will proceed to decide on the imposition of penalty on
him as per the provisions of Section 20 of the Right to Information (RTI) Act.
However, he is free to indicate whether he would like to have a personal
hearing on the subject.
5. With the above direction, the appeal is disposed off.
6. Copies of this order be given free of cost to the parties.
