Facts
By his letter of 4.9.08, the appellant had sought information on the
following paras
‘(i) SC/ST roster for appointment/promotion to various teaching posts of
Head of the Department, Sr.Lecturer and Lecturer in MNG Polytechnic College –
Puducherry
(ii) The General Seniority List of lecturers and General seniority list.
(iii) The Seniority of promoted SC/ST lecturers by virtue of rule of
reservation/roster’.
2. Shri C.Parthasarathy, Principal, MNG Polytechnic college had transferred the
RTI application to Directorate of Higher & Technical Education vide letter
dt.19.9.08. The Directorate, in turn, transferred the same to Jt. Secretary (Edn),
Chief Secretariat, vide letter dt.30.9.08. Shri K.Kadirvel, Supdt. (PIO) had
responded to it vide letter dt.27.1.09 wherein for para (i) he had said that roster
was not being maintained in the Secretariat and for para (ii & iii) he had asked the
appellant to contact the institution concerned.
3. The present appeal is directed against the order of CPIO.
4. The matter was heard on 8.7.2009. The appellant is not present. The
public authority is represented by the officers named above. I am surprised to
notice that no information worth the name has been provided to the appellant.
The officers concerned have indulged in the game of passing on the buck. This is
not appreciated. The Commission expects higher sense of responsibility from the
officers concerned in responding to RTI applications.
DECISION
3. Shri S.Chandrasekhar, Dy. Secretary, Dept. of Education, is hereby directed
to ensure that the information is collected from the quarters concerned and
provided to the appellant in 06 weeks time.
4. The matter is disposed of accordingly.
