JUDGMENT
1. Today the 4th report has been filed by the learned Advocate General. As per the report, 10 days special cleaning drive and awareness programme will be started from 01/10/2007 to 10/ 10/2007 in the city of Ranchi. During these 10 days special cleaning programme the dump of garbage shall be removed and bleaching powder and B-tex shall be spread over, after cleaning the drains. 2. During the special cleaning drive, Ranchi Municipal Corporation will try to keep that area a zero garbage area and during this programme the major problems, which the Corporation faces are as follows:
1. The time duration of this programme as compared to the area and population of the city is less.
2. The labourers are also not easily available because of the rainy season and cultivation.
3. The unavailability of modern machines for cleaning the culverts and covered drains, Government has been requested to provide fund for better cleanliness.
4. Lack of awareness for cleaning in common people.
5. At present N.G.O. are helping Corporation in cleanliness 10 Wards of town against hefty payment. The Corporation is no longer in position to bear the burden of payment of N.G.O. and requests the Government to provide grant for payment of N.G.Os. If the Government is satisfied with the work of N.G.Os. then it may consider increasing the funding so that newer N.G.Os. may be assigned job of cleanliness and beautification.
3. These are the details of difficulties, which the Corporation has to face during this special drive. So, the learned Advocate General is directed to instruct the Government to see that the adequate funds are provided to the Municipal Corporation besides helping the Municipal Corporation to overcome those difficulties.
4. The counsel for the petitioner as well as Mr. Rahul Saboo, learned Amicus Curiae would stated that they have also given suggestions in the written form and handed over to the learned Advocate General, who shall also look into it. These suggestions also can be taken into consideration.
5. The learned Advocate General informed this Court that the special cleaning drive will be continued for the whole month and he will be able to file further report in the first week of the next month.
6. This Court is informed that: some of the cities in Jharkhand like Jamshedpur and Bokaro are the clean cities, which are maintained properly by the reputed Companies. We also feel that this duty of cleaning the other important cities like Ranchi be entrusted to the similar reputed Companies or Organizations in the respective areas. We, hence deem it appropriate to direct the Government to explore the possibilities of handing over the said duty to the other companies as well.
7. In the meantime, the areas and other particulars and dates, in which the cleaning process will be undertaken, will be advertised through newspapers publication and also through Loudspeaker and Pamphlets etc. The learned Advocate General and the Administrator of the Ranchi Municipal Corporation will call for a press interview and give particulars of the Court’s order and its implementation to the newspapers so that the message would be conveyed to the public at large. It is also open to the public to send complaints or grievances to the Administrator and Chief Medical Officer (Health) of the Ranchi Municipal Corporation with regard to the above.
8. The Administrator and Chief Medical Officer (Health) of Ranchi Municipal Corporation shall also give telephone numbers or Cell phone numbers to the public so that the public, whenever there is any grievance, may immediately contact the officers and intimate their problems thorough phones, in which event the Officials concerned will immediately attend to those problems.
9. Post this matter again on 6th November 2007.
