Writ appeal is disposed of with a direction to the second

respondent/District Educational Officer to reconsider Ext.P1

representation and issue fresh orders within a period of two

months from the date of receipt of a copy of this judgment.

This shall be done after affording sufficient opportunity of

hearing to the petitioner, all appointees and all others who

are likely to be affected by any order that may be passed by

the second respondent.
