Title: Regarding government business for the week commencing 13 August, 2003.
स्वास्थ्य और परिवार कल्याण मंत्री तथा संसदीय कार्य मंत्री (श्रीमती सुषमा स्वराज) : महोदय, आपकी अनुमति से मैं यह सूचित करती हूं कि बुधवार, १३ अगस्त, २००३ से प्रारम्भ होने वाले सप्ताह के दौरान इस सदन में निम्नलखित सरकारी कार्य लिया जायेगा : राज्य सभा द्वारा पारित किए गए रूप में लोक प्रतनधित्व (संशोधन) विधेयक, २००३ पर आगे विचार और पारित करना। राष्ट्रीय कृषि और ग्रामीण विकास बैंक (संशोधन) विधेयक, २००३ पर विचार और पारित करना। वर्ष २००३-२००४ के लिए अनुदानों की अनुपूरक मांगें (सामान्य) पर चर्चा और मतदान। वर्ष २००३-२००४ के लिए अनुदानों की अनुपूरक मांगों (सामान्य) से सम्बन्धित वनियोग विधेयक की पुर:स्थापना, विचार और पारित करना।रुग्ण औद्योगिक कम्पनी (विशेष उपबंध) निरसन विधेयक, २००१ पर विचार और पारित करना।
(NAGPUR): Sir, with reference to the statement made by the Minister of Parliamentary Affairs announcing business of the next week, I desire that the following two subjects may be included for discussion :– Policy for close monitoring of multinational companies producing and marketing food items. Problems faced by the farmers in the matter of procurement prices and credit facility.
(जयपुर) : अध्यक्ष महोदय, अगले सप्ताह की संसदीय कार्य सूची के आगे निम्नलखित विषय और जोड़े जायें: अमरनाथ जी की यात्रा में जाने वाले सभी यात्रियों की चकित्सा जांच एवं पंजीकरण प्रान्तों की राजधानियों में ही की जाये, जिससे कि धन एवं समय की बर्बादी न हो। अनुसूचित जाति एवं अनुसूचित जनजाति के छात्रों की भांति अन्य वर्ग के छात्रों को भी भारतीय प्रशासनिक सेवा में बैठने की अनुमति उनकी आयु के समान हो और इनको मिलने वाली सभी सुविधाएं अन्य को भी दी जाये।
(PURULIA): Sir, the following items may be included in the next week’s agenda :– The problems faced by the small-scale industries in the face of competition from the multinational companies. The growing number of cancer, heart and kidney patients in the country and inadequate facilities for their treatment.
(सहरसा): अध्यक्ष महोदय, लोक सभा की आगामी सप्ताह की कार्य सूची में निम्नलखित विषयों को जोड़ा जाये: नेपाल से निकलने वाली नदियों की बाढ़ से प्रत्येक साल उत्तर बिहार के सहरसा, सुपौल, खगड़िया एवं मधेपुरा जिलों में हो रही तबाही के स्थायी निदान के लिए नेपाल के बराह क्षेत्र में हाई डैम निर्माण पर विचार हो। सहरसा (बिहार) प्रमंडलीय मुख्यालय है। यह बड़ा शहर भी है। सहरसा में आउटडोर स्टेडियम का निर्माण हो।
SHRI K. MALAISAMY (RAMANATHAPURAM): Sir, the following important items may be included for discussion in the next week’s agenda commencing from 11th August, 2003 :– To discuss and deliberate the varied implications involved arising out of the Indian fishermen’s problem while fishing in Sri Lankan maritime borders and in that process, to take initiative for revival and restoration of Katchatheevu which was wrongly handed over to Sri Lanka. To discuss and to set right the regional imbalances that have been in existence in Tamil Nadu in the matter of B.G. conversion under Railways.
(TAMLUK): Sir, the following items may be included in the next week’s agenda :– Acute problem of unemployment. Sending of troops to Iraq.
प्रो. रासा सिंह रावत (अजमेर): अध्यक्ष महोदय, कृपया आगामी सप्ताह की कार्य सूची में निम्न विषयों को सम्मिलित कर कृतार्थ करें: — सम्पूर्ण देश में गौ-वंश संरक्षण के लिए तथा भारतीय जनमानस की गौ-वंश के प्रति श्रद्धा एवं आस्था को द्ृष्टिगत रखते हुए सम्पूर्ण देश में गौ वध बंदी (गौ हत्या निषेध) केन्द्रीय कानून बनाये जाने की आवश्यकता। सांभर झील जो देश में सबसे बड़ी खारे पानी की झील है, जो लम्बे समय से नमक उत्पादन का मुख्य रुाोत रही है। १९५० में राजस्थान की स्थापना के बाद इसे केन्द्रीय सरकार को १० वर्ष के लिए पट्टे पर दिया गया था। वर्तमान में मैसर्स सांभर साल्ट लमिटेड जो मैसर्स हिन्दुस्तान साल्ट लमिटेड का सहायक उपक्रम है, संतोषजनक कार्य नहीं कर रहा है। हर वर्ष नमक का उत्पाद गिर रहा है। परिणामस्वरूप राजस्थान राज्य को राजस्व की हानि हुई है तथा राजस्थान के लोग नमक आधारित उद्योगों के विकास एवं सक्रिय रोजगार के अवसरों से भी वंचित रहे हैं। अत: सांभर झील को केन्द्रीय सरकार द्वारा राजस्थान सरकार को शीघ्र सौंपे जाने की आवश्यकता।
श्री पुन्नू लाल मोहले (बिलासपुर): अध्यक्ष महोदय, अगले सप्ताह की कार्य सूची में निम्न विषय जोड़ा जाये। केन्द्र सरकार के द्वारा एनटिना (एनटिना के माध्यम) प्रत्येक गांव में लगाए गये हैं। सभी अधिकतर ९० प्रतिशत बंद पड़े हैं जिसके भविष्य में चालू होने की संभावना नहीं है। इसे देखते हुए डब्ल्यू.एल.एल. की व्यवस्था प्रारंभ की निश्चित सीमा २००५ निर्धारत कर ग्रामीणों को सुविधा मुहैया करायी जाए। केन्द्र सरकार द्वारा पूर्व में प्रिन्टेड पोस्ट कार्ड के दर में वृद्धि के कारण शोक-पत्र भी भेजते हैं तो दो रुपये प्रति कार्ड़ खर्च आता है। यह आम लोगों के लिए संभव नहीं है तथा आर्थिक रूप से कमजोर वर्गों के लिए कठिन है। अत: दो रुपये के स्थान पर २५ पैसे या ५० पैसे कीमत निर्धारित की जाये।
SHRI BASU DEB ACHARIA (BANKURA): Sir, I would like that the following two items may be included in the next week’s business : The Supreme Court’s judgement on the right of the worker to go on strike is a retrograde judgement. Sir, by this judgement, the Supreme Court of India wants to take away the right of the employees and the workers of our country. Sir, this judgement is contrary to the provisions of Industrial Dispute Act of 1947. It is also not in consonance with the ILO convention to which our country is a party. Sir, with this judgement the thousands and thousands of workers of our country, who have the right to organise and go on strike, will be taken away.

The unemployment situation in the country is becoming serious. The Government has not fulfilled its commitment to provide one crore jobs in each year. A large number of industrial units have been closed down rendering thousands of the workers and the employees jobless.
SHRIMATI MARGARET ALVA (CANARA): Sir, I demand that the Women’s Reservation Bill be listed in the agenda next week. It is pending for the last three years. Sir, I want a direction from you for this Bill to be introduced, and discussed next week. … (Interruptions)
