Background
1. The Applicant filed an RTI application dt.20.7.07 with the CPIO, ECR, Khurda.
He requested for information against 59 points regarding his service
particulars including the following:
i) His date of joining on Khurda Division
ii) His date of appointment on Indian Railway
iii) From which date his seniority will be counted
iv) No. of leaves (CL, LAP, LHAP, Preparatory leave etc0 he has taken till
now from date of appointment. To mention in detail with date and cause of
his taking leave
The CPIO replied on 22.8.07 requesting the Applicant to deposit Rs.26/-
towards supply of 13 pages of information. Not satisfied with the reply, the
Applicant filed an appeal dt.15.9.07 with the Appellate Authority. The
Appellate Authority replied on 14.11.07 providing point wise information, free
of charge. Aggrieved with the reply, the Applicant filed a second appeal
dt.5.1.08 before the CIC.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing for May 19, 2009.
3. Mr. R.L. Gupta, ADRM/ECOR cum CPIO and Mr. L.V.S.S. Patrudu, Sr.
DPO/KUR represented the Public Authority.
4. The Applicant was not present during the hearing.
Decision
5. The Respondent submitted that information spreading across 17 pages was
provided to the Appellant. Perusal of the information revealed that all the
information has been provided to the Appellant on 25.9.2007 free of cost
since there was a delay of two weeks beyond the mandatory period
stipulated in the RTI Act, due to the time taken to compile the voluminous
information sought by the Appellant. The appeal is accordingly disposed off.
