मानव संसाधन विकास मंत्रालय में राज्य मंत्री (प्रो.रीता वर्मा): महोदय, मैं डा. मुरली मनोहर जोशी की ओर से प्रस्ताव करती हूं :
” कि प्रौद्योगिकी संस्थान अधनियम, १९६१ में और संशोधन करने वाले विधेयक, राज्य सभा द्वारा यथापारित, पर विचार किया जाए।”

“That the Bill further to amend the Institute of Technology Act, 1961, as passed by Rajya Sabha, be taken into consideration. ”
SHRI BASU DEB ACHARIA : Sir, I am not against the Bill. But I am against re-promulgation of the Ordinance. There was no need for re-promulgation of the Ordinance. The Ordinance was promulgated in the month of October. But it was not replaced by a Bill during the Winter Session. Then again, it was re-promulgated. What is the necessity to promulgate an Ordinance? Why has the Government not brought forward any Bill before this House? What was the urgency? In every session, we find that, at least, six or seven Ordinances are replaced by respective Bills. Here also, there are a number of Ordinances. Some Ordinances were promulgated, re-promulgated and again promulgated. I want a clarification from the hon. Minister. What was the necessity to promulgate and re-promulgate this Ordinance? Why has the Bill not been brought forward before this House?
(वैशाली): उपाध्यक्ष महोदय, वर्तमान विधेयक में इंजीनियरिंग यूनिवर्सिटी को IIT बनाने का प्रस्ताव है। इसका हम समर्थन करते हैं। अभी तक दिल्ली, कानपुर, खड़गपुर, मद्रास, गुहाटी आदि जगहों परIIT है और सातवीं जगह पर यह इन्स्टीचूट खोला जा रहा है। एक प्रश्न के उत्तर में वभिन्न राज्यों से संबंधितRIT का कागज मेरे पास है। बिहार में RITजमशेदपुर में था, जो अब झारखण्ड में चला गया है। बिहार मेंIIT तो है ही नहीं, लेकिनRIT भी नहीं है। उत्तरांचल नया राज्य बना है, उसमें IIT का दर्जा दिया जा रहा है, इसका हम समर्थन करते हैं। इसलिए हम इस बहस में मांग करते हैं, जिस उदारता से, जिस नीति से, जिस सिद्धान्त से टैक्नोलाजी की पढ़ाई की तरक्की के लिएIIT है औरRIT पहले से ही विख्यात है।
सरकार उसे इंडियन इंस्टीटयूट ऑफ टैक्नोलॉजी में परिवर्तन करने का विधेयक लाई है। उसी उदारता और उसी नीति के तहत बिहार में जो आठ करोड़ २० लाख की इतनी बड़ी आबादी के लिए पहले एक रीज़नल इंस्टीटायूट ऑफ टैक्लोलॉजी थी, वह झारखंड में चली गई। बिहार में जो आईआईटी था और पटना इंजीनियरिंग कालेज है, उसे प्रोन्नत करना था।…( व्यवधान)उसी में मद्रास इनके विधेयक में लिखा हुआ है। हम लोगों की जानकारी में यह है कि मद्रास को लोग चेन्नई बोल रहे हैं, क्या संशोधन में मद्रास को चेन्नई सरकार लिखना चाहेगी या नहीं? जब मद्रास को लोग चेन्नई कह रहे हैं तो क्या ये मद्रास पर ही कायम रहेंगे? सरकार क्यों अभी तक इस पर कायम है?इस विधेयक में मद्रास का जिक्र है, इसलिए उसमें सरकार तदानुसार संशोधन करे और स्पष्ट करे।
प्रो.रीता वर्मा : उपाध्यक्ष महोदय, राज्यसभा में यह बिल नवम्बर के महीने में इंट्रोडयूस किया गया था, लेकिन कुछ कारणवश विचार के लिए नहीं लाया जा सका, इसलिए इस आर्डीनेंस को जारी करने की जरूरत पड़ी। विद्यार्थियों और उस इंस्टीटयूशन के भविष्य को देखते हुए, मुझे विश्वास है कि हमारे जो विद्वान साथी हैं वे इसमें एतराज़ नहीं करेंगे। आपने देखा होगा कि हम लोग सत्र के शुरुआत से ही कोशिश कर रहे थे कि यह बिल पास हो जाए और बिल के स्वरूप में मुझे विश्वास है कि हमारे सहयोगियों को कोई एतराज़ नहीं होगा। रघुवंश बाबू ने बिहार में आईआईटी की मांग की है तथा और भी हमारे बहुत से साथियों ने की है, हम उस पर विचार कर रहे हैं। दूसरी बात यह है कि सारे रीज़नल कालेज़ ऑफ इंजीनियरिंग और आरआईटी जितने हैं, उन्हें अपग्रेड करने की हमने पूरी योजना बनाई है, हमें इसमें आपका सहयोग चाहिए। आप सभी माननीय सदस्य दिन भर के काम-काज से काफी थक गए होंगे, इसलिए मैं अनुरोध करूंगी कि हम लोग जल्दी इसे पास कर दें।
उपाध्यक्ष महोदय : रघुवंश बाबू ने संशोधन में मद्रास को चेन्नई लिखने के लिए कहा है।
