The Court is not willing to adjudicate the issue for

many a reasons including the fact that it is an issue of accounting

and settlement of account which can be sorted out at the local level

and does not require any adjudication under Article 226 of the

Constitution of India. This writ application is dismissed. Liberty is

granted to the petitioner to pursue the matter before the concerned

local authority in this regard.
