Background:
Shri Dilip Kumar Samantaray of Bhubaneswar filed an RTI-application with
the Public Information Officer, East Coast Railway, Bhubaneshwar, on 26 July
2007, seeking redressal of his personal grievance.
2. The PIO vide his letter dated 29 August 2007 replied to the RTI-
application. Not satisfied with the reply of the PIO, the Appellant filed an
appeal with the first Appellate Authority on 19 September 2007 who vide his
letter dated 28 September 2007 replied to it. Thereafter, the Appellant
approached the Central Information Commission with a Second Appeal on 27
February 2008.
3. The Bench of Dr. O.P. Kejariwal, Information Commissioner, heard the
matter on 6 November 2008.
4. Shri J.P. Mishra, Deputy General Manager & PIO and Shri U. Vijay Kumar,
Dy. Chief Personnel Officer, represented the Respondents.
5. The Appellant, Shri Dilip Kumar Samantaray, was present in person.
Decision:
6. The Commission heard both the sides in a case which related basically to
a grievance of the Appellant whereby he wanted the authorities to rectify a
mistake in his service records and grant him the promotional benefits allegedly
due to him. The Commission apprised the Appellant that this was not an
extension counter of the Public Grievances Cell of the Railways and that he
should take up this issue with the higher officials of the Department itself or any
other appropriate fora.
7. The case is thus disposed of.
