Facts
:-
The appellant Shri Gajendra Singh Negi vide his RTI application dated 02/04/2009
sought information from CPIO regarding rules governing stagnation increment while on EOL
and whether an employee who remains on EOL will get fixation in the next higher cadre on
promotion.
2. The CPIO, vide his order dated 17/04/2009 provided the information sought to him in
Hindi as desired by the appellant.
3. Not being satisfied the appellant preferred first appeal before FAA and sought further
clarifications.
4. His appeal was disposed of vide FAA order dated 26/05/2009 in which it was held that
full and complete information had been provided to the appellant. Shri Singh has preferred
second appeal before the Commission in this matter.
5. The case was heard today. Respondent was present as above. Appellant did not appear.
Respondent provided a copy of the said rules governing the issues on which information was
sought by the appellant before the Commission a copy of which have been kept on record.
6. The appellant has drawn the attention of the Commission that FAA has delayed the
disposal of his first appeal by 04 days.
7. Respondents have explained that in the month of May they were over-burdened with
promotions and transfers and, therefore, a short delay of 04 days have indeed occurred which is
regretted.
8. The Commission accepts explanation of the respondents.
DECISION
6. The Commission is satisfied that full and complete information have been provided.
7. Accordingly, the matter is disposed of at the Commission’s end.
