Background
1. The Appellant filed her RTI application dt.2.5.08 with the CPIO, MCI.
He requested for information against 16 points related to Educational
qualifications for the appointment of the Post of Lecturer in the
Department of Microbiology in a Medical College. The CPIO replied on
27.5.08 giving point wise information. The Appellant filed an appeal
dt.18.6.08 with the Appellate Authority. The Appellate Authority
replied on 23.7.08. The Appellant filed a second appeal dt.17.10.08
before the CIC.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner,
scheduled the hearing for January 23, 2009.
3. Mr. Ashok Harit, Dy. Secretary and CPIO and Mr. J.S. Bhasin,
Advocate for MCI represented the Public Authority.
4. The Appellant was not present during the hearing.
Decision
5. The Commission reviewed the information provided by the MCI and
noted that all available information has been provided to the
Appellant. With regard to the reason provided by her for her second
appeal, the Commission noted that the Appellant has brought in an
entirely new subject – that of Dr. V.R. Shegokar having being given
the post of Associate Professor in the Deptt. of Microbiology at the
Govt. Medical College in Nagpur. The Commission holds that this is a
grievance of the Appellant and advises the Appellant to approach any
appropriate forum for redressal of this grievance and accordingly the
appeal is rejected.
