ORDER
Background
1. The RTI Application dated 15.2.2010 was filed by the Applicant with the PIO, Punjab Engineering
College, Chandigarh. He sought information related to one Dr D S Bedi including his pay scale ,
reasons for revision of his pay in the scale of Professor etc and a copy of ACRs till date. The PIO
replied on 10.3.2010 providing point wise information and also stating that information against points
1 & 2 is not available with them and that the disclosure of ACRs is exempted since they are
confidential documents. The Applicant then filed his appeal on 9.4.2010 seeking all the relevant
documents once again. The Appellate Authority in his reply dated 24.5.2010 informed the Applicant
that reply had been furnished by the PIO and also requesting the Applicant to indicate what
additional information is required by him if he considers the reply to be incomplete. The Applicant
however filed his second appeal before the Commission on 25.5.2010 stating the information
provided to him was irrelevant.
Decision
2. From the submission of the Respondent, the Commission noted that the Appellant had given an
opportunity to list out the information that is still missing so that the same can be provided. The
Respondent submitted that the TIET College is run by the Patiala Technical Education Trust and is
a Private College and hence no information can be provided. He also added that the TIET College
has been recognized by UGC. The Commission after careful consideration of the submissions by the
Respondent and having noted that the TIET College came into existence after approval had been
given by UGC , directs the PIO, Punjab Engineering College to transfer the application to the PIO,
UGC with the direction to provide information against points 1 & 2 of the RTI Application directly to
the Appellant by 15 February, 2011. The PIO may also forward a copy of this Order to the PIO UGC.
3. The case is accordingly disposed of.
