        The Appellant was present in person.

        On behalf of the Respondent, Shri Nath Singh was present.

2. We   heard   this   case   through   videoconferencing.   The   Appellant   was 

present in the Hissar studio of the NIC. The Respondent was present in the 

Bathinda studio. We heard their submissions.

3. The   wife   of   the   Appellant   has   reportedly   filed   a   maintenance   case 

against him. In this connection, the Appellant wants to know several details 

about   her   savings   bank   and   locker   accounts.   The   CPIO   had   declined   to 

disclose the information by claiming exemption under Section 8(1) (j) of the 

Right to Information (RTI) Act. The Appellant argued that as the husband of the 

account holder, he had every right to get such information. On the other hand,

the Respondent argued that the bank held the account details in commercial 

confidence   and   could   not   disclose   it   without   express   authorisation   of   the 

account   holder.   We   tend   to   agree   with   the   arguments   of   the   Respondent. 

Merely because the Appellant happens to be the husband of an account holder, 

he cannot surely access the account details of his wife. More so, in a case 

where admittedly the wife has filed a maintenance suit against the husband, 

disclosure   of   such   information   is   likely   to   adversely   affect   the   competitive 

position of the wife. Section 8(1)(d) of the RTI Act specifically exempts such 

information   from   disclosure.   Hence,   we   cannot   provide   any   relief   to   the 

Appellant. The case is disposed of accordingly.
