Background:
Shri Subhash Chand Rohilla of Karnal filed an RTI-application with the
Public Information Officer, Northern Railway, New Delhi, on 25 February 2008
seeking information relating to non-payment of special pay, transport
allowance, etc.
2. Not getting any response from the PIO, the Applicant filed an appeal with
the first Appellate Authority on 8 April 2008 and thereafter approached the
Central Information Commission with a complaint on 16 July 2008.
3. The Bench of Dr. O.P. Kejariwal, Information Commissioner, heard the
matter on 5 January 2009.
4. Shri Mohar Singh, Sr. DMM & PIO, Shri Rajeev Kumar Bhatnagar, Sr. SO,
and Shri V.R. Dubey, DMS, represented the Respondents.
5. The Complainant, Shri Subhash Chand Rohilla, was neither present nor
send any representative for the hearing.
Decision:
6. In the absence of the Appellant, the Commission heard the Respondents
and noted that the case basically related to the payment of honorarium for
working in the Pension Section. Actually this being a purely an administrative
matter, the case should not ordinarily have come to the Commission. The
Commission also noted that the Respondents had given a point-wise reply to the
RTI-application on 24 March 2008. The Applicant is advised to get in touch with
the Respondents in case he needs further clarification regarding their reply.
The case may be treated as finally closed in case he does not get in touch with
the Respondents by 30 January 2009.
7. The case is thus disposed of.
