SHRI N. JANARDHANA REDDY (NARASARAOPET): I had written a letter to you about this NABARD Bill. The Committee on Finance studied the credit flow for the farmers. Now, the hon. Minister has brought a Bill avoiding one step. Now, he wants to take it to district co-operatives. We are of the view that why not you take it directly through the RRBs to the primary co-operatives so that we may reduce further so that loans may be given at 4 per cent or 5 per cent interest to the farmers.
SHRI VARKALA RADHAKRISHNAN (CHIRAYINKIL): The rights of the primary co-operative societies will definitely be curtailed if the Central Government imposes anything.
SHRI A.C. JOS (TRICHUR): Mr. Speaker, Sir, the Minister has agreed. (Interruptions) The Minister has conceded that that can be discussed.

डॉ. रघुवंश प्रसाद सिंह (वैशाली):अध्यक्ष महोदय, मंत्री जी, नाबार्ड के बारे में बहुत महत्वपूर्ण संशोधन लाए हैं। नाबार्ड से राज्यों के रूरल इन्फ्रास्ट्रक्चर डैवलपमैंट के लिए लोन मिलता है। लेकिन अभी नाबार्ड में काफी कम्प्लीकेटेड प्रावधान है। राज्य सरकारों से नुक्ताचीनी होती है। राज्यों से योजना का जो प्रस्ताव बनकर आता है, वह नाबार्ड के हैडक्वार्टर में साल-सालभर तक पड़ा रहता है। मैं सरकार से आग्रह करता हूं कि नाबार्ड के रीजनल ऑफिस को कम से कम ५० करोड़ रुपये तक की योजना के लिए इजाजत दी जाए ताकि वह राज्य सरकारों से प्राप्त योजनाओं पर विचार करे और वहीं उसका निष्पादन करके नाबार्ड के हैडक्वार्टर को सूचित कर दे। अभी यह परिस्थिति है कि राज्य सरकारों से पुल, सड़क और अन्य पिछड़े क्षेत्रों के विकास के लिए जो योजना बनकर आती है, वह नाबार्ड के हैडक्वार्टर में पड़ी रहती है। हाल ही में एक योजना गई है। इसलिए कम से कम ५० करोड़ रुपये तक की योजना का अधिकार नाबार्ड के रीजनल ऑफिस को दिया जाए। वह योजना मंजूर करे और देखे कि किस राज्य को कितना हिस्सा मिलना चाहिए, कितना मिला और उसमें क्या समस्याएं हैं। कुछ राज्य सरकारों की वित्तीय हालत बहुत खराब है। आप नाबार्ड संबंधी बिल लायें जिससे राज्यों की जनता की समस्याओं का समाधान हो। ( व्यवधान)नाबार्ड राज्य सरकार की जनता की आकांक्षाओं के मुताबिक काम कर सके।( व्यवधान)
