Background
1. The Applicant filed an RTI application dated 8.10.08 with the CPIO, DoP, Jind.
He requested for information such as names and addresses of sender, date
of booking, time of booking, date of delivery and time of delivery etc. with
regard to 8 speed post articles. The CPIO replied on 7.11.08 providing some
information. Not satisfied with the reply, the Applicant filed an appeal
dt.10.11.08 with the Appellate Authority stating that the CPIO has not
supplied the sender’s name in any of the six articles. Moreover date of
delivery in S.No.2, 4 and 6 has also not been provided on pretext ‘incomplete
address’. He added that had the receiver’s address been incomplete, the
sender would have got back the articles he sent whereas the sender has
actually not got them back. The Appellate Authority replied on 27.11.08
stating that the CPIO has supplied all the available information. He also
added that the CPIO can not be made to arrange for supply of the information
which is not available with him, as it is not required under the Act to create
information. Aggrieved with the reply of the First Appellate Authority, the
Applicant filed his second appeal on 4.12.08.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing for Marc 23, 2009.
3. Mr. Hira Lal, ASP(Dn) and Mr. Ranjeet Singh, ASPOs (Vig), O/o CPMG,
Haryana represented the Public Authority.
4. The Applicant was not present during the hearing.
Decision
5. The Respondents submitted that the Appellant had provided only the Bar
Code numbers for the Speed Post articles. They stated that these Bar Code
numbers appear on the Internet and are shown against the speed post
articles and that details such as the date of registration and sender’s and
receiver’s names can be easily traced against such bar code numbers.
However, in post offices which are not computerized the details of the sender
and receiver of the speed post articles and registration numbers etc, cannot
be traced using the barcode number and that the booking no., date of
booking, office of booking and the address of the receiver are required to
trace the whereabouts of a speed post article. They further stated that
they had made special efforts to find the information against all the bar code
numbers which were available on the net and had furnished the same to the
Appellant. They also stated that the preservation period of records on internet
is only three months.
In these circumstances, the Commission holds that all available information
has been provided to the Appellant and accordingly disposes off the appeal.
