Petitioner has approached this Court against the proposal of his appointment
dated 20.1.2004. Learned counsel for the opposite parties has taken objection
that the petitioner has approached this Court after five years. Much water has
flown and many years have passed. Several people must have been appointed
in his place. Petition is highly belated.

However, on the request of petitioner counsel time is allowed to file
supplementary affidavit explaining the delay.
