CDB Report No.168 of 2009 in Complaint No.206 of 2009 Ombudsman

is based on the complaint that six tickets for ‘pattucharthu’ issued on

11.06.2009, 12.06.2009, 14.06.2009 and 15.06.2009 were found in a register

book. No satisfactory explanation was offered by the employees in the

counter. Though it is said that action will be taken to transfer the employees

during the Mandalam season, no Vigilance Wing is functioning in the Cochin

Devaswom Board. We have considered the report. While issuing tickets, the

Board may consider issuing instruction by way of circulars so as to ensure

that the issuing clerk should put his initial on the ticket issued so the

concerned clerk could be made liable if such lapses are noticed in future. He

also direct that steps be taken for constituting Vigilance Wing in Cochin

Devaswom Board for conducting surprise visit to all the temples. Subject to

the above direction and compliance thereof, DBP is closed.
