Title: Regarding construction of a dam by the Government of Kerala across river Bhavani, leading to the diversion of the river-water.

*SHRI K.K. KALIAPPAN
(GOBICHETTIPALAYAM): Sir, environmental protection and conservation of forests are the responsibilities that lie with the Union Government. Hence I would like to raise a matter of urgent public importance pertaining to these aspects.

…(Interruptions)…

River Bhavani forms the basis to Coimbatore and Erode districts and a vast tract of forest region surrounding them. But unfortunately, the Government of Kerala has started constructing a dam across river Bhavani near Mukkali. If that dam comes up it will lead to the diversion of Bhavani waters.

…(Interruptions)…

Sir, this would result in denial of water to more than 5 lakh hectares of land both in Coimbatore and Erode districts. The forest region around them comprising lakhs of hectares of land would also dry up in due course. This would be detrimental to irrigation and drinking water supply to the two districts. The ecological balance will also be greatly offset. The ongoing irrigation projects like Lower Bhavani scheme, Thadappalli scheme, Arakkan Kottai and Kalingarayan schemes will all be rendered meaningless. Since river Bhavani merges with river Cauvery, the irrigation potential of river Cauvery will also be depleted. Hon. Chief Minister of Tamil Nadu Dr Jayalalitha, the Puratchi Thalaivi, has taken up this with the Kerala Chief Minister but to no avail. Kerala has not responded so far. …(Interruptions)…

MR. SPEAKER: : Let him complete. He is speaking in Tamil.

SHRI K.K. KALIAPPAN: Sir, as such Cauvery water flow in Tamil Nadu has become a mirage. Agriculturists are hard hit. The Centre must immediately intervene to impress upon the high-handed upper riparian States how dangerous their move could be.…(Interruptions)…
