This is an application for recall of order dated 04.08.2003. This application
has been filed in the year 2009. The reason disclosed is not satisfactory.
Therefore, the order dated 04.08.2003 cannot be recalled. Further, petitioner
accepted that he has another remedy of appeal.

In such situation, petitioner is being given an opportunity to file appeal before
the appellate authority.

The application is dismissed accordingly.
