Regarding The Anti-Minority Resolution Passed By The Rashtirya … on 19 March, 2002

Title: Regarding the anti-minority Resolution passed by the Rashtirya Swayam Sewak Sangh (RSS) in Bangalore.

SHRI PRIYA RANJAN DASMUNSI

(RAIGANJ): Sir, through you, I would like to draw the attention of the Government and the House. … (Interruptions)

MR. DEPUTY-SPEAKER: Shri Ponnuswamy, do not interrupt.

SHRI PRIYA RANJAN DASMUNSI : This Parliament is the supreme organ of our country. The first duty of this Parliament is to protect the Constitution of India and its values. The other day, Leader of the House, hon. Prime Minister, and the Minister of Home Affairs made it abundantly clear inside the House that no compromise shall be made on the Fundamental Rights of the citizens and the Constitution. He unequivocally condemned the entire violence in Gujarat.

I would like to draw your attention. We have no right to discuss any resolution passed by any political party inside the House because political parties have their rights to discuss the issues of the country on their own merits. But if any organisation passes any resolution or any document detrimental to the interests of the Constitution of India and the very secular amity of the nation, the Government has to take cognisance of that fact.

The present given situation in the country is very difficult. We are passing through a very critical stage of Indian history. The Prime Minister on the other side and the Leader of the Opposition on this side have been emphatically stating the need of unity at this hour. All political parties thereafter placed their views in the Parliament that we shall not do anything which disturb the amity of the nation.

The resolution passed two days back in Bangalore by theRashtriya Swayamsevak Sangh is their own. … (Interruptions) I am coming to the point.

MR. DEPUTY-SPEAKER: All must get a chance.… (Interruptions)

MR. DEPUTY-SPEAKER: Shri Ahamed, I will give you a chance.… (Interruptions)

MR. DEPUTY-SPEAKER: You have also given the same thing.

SHRI PRIYA RANJAN DASMUNSI : The resolution is a direct challenge. … (Interruptions)

श्री शिवराज सिंह चौहान (वदिशा): महोदय, इस मामले पर कल डिसकशन हो चुका है, ये बार-बार इसे क्यों उठा रहे हैं?

MR. DEPUTY-SPEAKER: Please do not disturb. I want everybody to get a chance today. I would also try to give a chance even to those hon. Members who have not given their names.

SHRI PRIYA RANJAN DASMUNSI : The resolution is a direct challenge to the Constitution of India. … (Interruptions)

MR. DEPUTY-SPEAKER: Shri Chouhan, please do not interrupt.

श्री शिवराज सिंह चौहान: महोदय, इस मामले पर कल डिसकशन हो चुका है।…( व्यवधान)

SHRI PRIYA RANJAN DASMUNSI : This Parliament has condemned the Godhra incident and its aftermath.… (Interruptions)

श्री शिवराज सिंह चौहान: इस मामले पर कल डिसकशन हो चुका है, आप बार-बार इसे क्यों उठा रहे हैं?…( व्यवधान)

MR. DEPUTY-SPEAKER: If you do not want ‘Zero Hour’, I will take up another matter.

SHRI PRIYA RANJAN DASMUNSI : What has happened in Gujarat after Godhra? This Parliament declared the rights of citizens and all religious faiths equal in the Constitution. The resolution says: “The Muslims can be saved if they win the goodwill of the Hindus.” This is detrimental. This is a repetition of words of Shri Golwalkar as depicted in ‘Bunchof Thoughts””. Should this Parliament remain silent on this matter? Should not the Government take cognisance of this very anti-constitutional resolution of the RSS passed in Bangalore? This House should, therefore, unequivocally disapprove and condemn that resolution. … (Interruptions)

Today, if you read the editorial in the HindustanTimes, this Parliament cannot remain silent. … (Interruptions) I gave a notice. … (Interruptions)

MR. DEPUTY-SPEAKER: Please do not disturb now.

SHRI PRIYA RANJAN DASMUNSI : Sir, I gave a notice. … (Interruptions)

MR. DEPUTY-SPEAKER: If you do not like ‘Zero Hour’, I will go to some other matter.

SHRI PRIYA RANJAN DASMUNSI: I gave a notice to discuss this matter in the House. The Parliament and the Prime Minister must come out clearly on this issue and take cognisance of the fact that the Government shall not encourage such an act.

MR. DEPUTY-SPEAKER: All right. Now, Shri Ahamed.

SHRI PRIYA RANJAN DASMUNSI : Sir, you find time about that notice. We must discuss it.

MR. DEPUTY-SPEAKER: It is not in my hand. If you decide, it will come to the Business Advisory Committee.

SHRI PRIYA RANJAN DASMUNSI : I think, the Business Advisory Committee can meet any time.

MR. DEPUTY-SPEAKER: It is up to you.

SHRI PRIYA RANJAN DASMUNSI : The Parliament cannot ignore this issue.

MR. DEPUTY-SPEAKER: Shri Dasmunsi, the matters for the Business Advisory Committee are not decided here. When you take it up in the BAC, we will discuss it. If the BAC finds time, you slate it and discuss it. Who is going to prevent you? But it is not like this.
