6. 01.08.2011 Pursuant to our order, the Principal Secretary, Science and

Technology is present in court in person.

A show cause on behalf of the Principal Secretary filed in the

Office on 29th July 2011 seeks to explain the time taken by the authorities for

implementation of the order of Division Bench of this Court after dismissal of

S.L.Ps preferred by the State before the Supreme court on 24 th January 2011.

It has been disclosed that the file was forwarded finally to the Cabinet

Department by the Principal Secretary on 26th July 2011. It appears that on

21st July 2011, the Cabinet Secretary, as per direction of this Court has been

informed the necessity of taking early decision to comply with the order

passed in these contempt cases. Learned A.A.G.I has intimated us after

consultation with the Principal Secretary that the matter is likely to be decided

by the Cabinet within a week or two. We are aware that after decision of the

Cabinet, the concerned Department will have to issue necessary order for

complying with the order of the Court granting them necessary benefits. That

may take some more time, but we would like to be informed whether the

Cabinet Department has obtained the order of the State Cabinet or not.

Further presence of the Principal secretary is dispensed with.

Put up under the same heading after 2 weeks. The cases

shall retain their position in the list.
