This matter was heard through videoconference (VC) on
30.12.2009 pursuant to Commission’s notice dated 18.11.2009.
Appellant was present at NIC VC facility at Bilaspur. Appellate
Authority, Shri Raghunandan Rao was present at NIC VC facility at
Nagpur, while the CPIO, Shri M.E.Ali made his submission from the NIC
VC facility at Sonbhadra. Commission conducted the hearing from its
court-room at New Delhi.
2. During the hearing respondents stated that although the
information requested by the appellant pertain to third parties and
there was no public interest that would warrant that such information
be disclosed, yet they were willing to allow the appellant to receive the
information through inspection of the records. They urged that the
public authority should not be forced to cull out information from the
records for the appellant’s convenience.
3. I find that the offer made by the respondents is fair and
practicable. It is accordingly directed that all information pertaining to
appellant’s RTI application dated 02.07.2009 be disclosed to him
through inspection within four weeks of the receipt of this order by the
CPIO Shri M.E. Ali.
4. Appeal accordingly disposed of.
5. Copy of this direction be sent to the parties.
