ORDER

1. This
Court has issued Rule on 16th December, 2009. However, the
respondent No.2 is not served. Therefore,fresh Rule to the respondent
No.2 returnable on 16th June, 2011.

2. Since
the matter is of the year 2009 and it is not yet ready, it will be
open for the applicant to serve the respondent No.2 through concerned
District Superintendent of Police and if direct service of this order
is served to the Office of the concerned District Superintendent of
Police, it is expected that the District Superintendent of Police
will see that the same is served through competent Officer. Direct
service is permitted.
