ORDER
Shri P.P. Rajeev, the appellant has filed this appeal dated 26.12.2010 before the
Commission against the decision of FAA, Cochin Port Trust, Cochin for not providing
complete information to his RTI-request dated 19.10.2010. The matter came up for
hearing on 11.8.2011 through videoconferencing. The appellant was present in person at
NIC videoconferencing facility, Ernakulam, whereas the respondents were represented by
Shri Cyril C. George, PIO at NIC videoconferencing facility at Kochi.
2. The appellant filed RTI-request dated 19.10.2010 seeking information on two
queries pertaining (1) copy of driving licence; and (2) documents showing the permission,
if any, granted to the Cochin Port Trust by the Road Transport Authority or any authority,
to engage employees not possessing driving licence specifically mentioning the eligibility
to drive forklift in its schedule FLDs in the working fields of the Port area as permanent or
on casual/contract basis. The PIO vide letter No. Secy/RTI/PPR/2010/S dated 19.11.2010
denied the information to the appellant stating that he has sought information without
indicating any public interest in the matter.
3. Aggrieved by the reply of PIO, the appellant first-appeal on 28.11.2010 before
FAA. The FAA vide order No.DCM/47/1/07/-S dated 21.12.2010 upheld the decision of
PIO.

4. During the hearing the respondent submitted that driving licenses of drivers are
verified at the time of appointment and copies of the driving license is not kept by them.
The appellant submitted that respondent have not provided information on Point No. 2.
5. After hearing the parties and on perusal of the relevant documents on file, the PIO
is, hereby directed to provide information on Point No. 2 of appellant’s RTI-application, as
per records, within two weeks of the receipt of this order.
The appeal is accordingly disposed of with the above direction.
