                                                        ORDER

Background

1. The Applicant filed an RTI Application dt.17.9.09 with the PIO, UGC seeking the current UGC Staff 

formula for strength of library staff and the PIO’s opinion  as to whether any person may be appointed 

as Librarian in a Central University who has no experience as Deputy Librarian in any University. 

Shri B.K.Singh, PIO replied on 21.10.09 enclosing a copy of appendix II of UGC Notification, 1998 

with regard to the qualification of Deputy Librarian in a University.  With regard to point 1, he stated 

that no information is available in Pay Scale Section.  The Applicant filed an appeal dt.22.10.09 with 

the Appellate Authority stating that the information provided is partial.  On not receiving any reply, he 

filed a second appeal dt.19.4.10 before CIC.

Decision 

2. On perusal of the submissions on record , the Commission noted that against point 1  had already 

been dealt with in case No.CIC/WB/A/2010/000518 dt.27.12.10. It was held by the Commission that 

the proposal of UGC was still under consideration by MHRD.  With regard to the remaining  points, 

the   Commission   holds   that   available   information     has   already   been     provided   and   accordingly 

disposes off the appeal.
