2. In this case, the Appellant had, in his application dated 3 June 2009,
requested the CPIO to clarify a number of queries covering a variety of issues.
In his reply dated 29 June 2009, the CPIO observed that the queries seeking
reasons from the CPIO did not amount to information. Not satisfied with this
reply, he preferred an appeal on 15 July 2009. The Appellate Authority
disposed of the appeal in his order dated 1 August 2009 in which he upheld the
decision of the CPIO. Consequently, the Appellant has approached the CIC in
second appeal.

3. We heard this case through videoconferencing. The Appellant was
present in the Banswara studio of the NIC. The Respondents were present both
in the Chandigarh and Kolkata studios. We heard their submissions. We also
carefully perused the RTI application. Although in the first reading, most of the
queries appear as if seeking confirmation or clarification from the CPIO, on a
close reading it should be possible to provide copies of relevant records for at
least some of the queries which would largely answer those. Therefore, we
direct the CPIO to provide to the Appellant within 10 working days from the
receipt of this order the following information:
i) details about the manager(s) posted in the RBB and Yamuna Nagar branches
between 24 May 2004 to 16 June 2007;
ii) photocopy of the relevant pages from the file in which the transfer of Chaman
Lal Gupta first to Hamirpur and then to Yamuna Nagar was decided and
ordered;
iii) photo copy of the relevant pages of the file(s) in which the transfer of the
Appellant himself was processed between 2007 two 2008; and
iv) the names of the officers who had been working for more than three years in
the Chandigarh Division during the preceding 20 years.
4. With the above directions, the appeal is disposed off.
5. Copies of this order be given free of cost to the parties.
