Information Sought:
The Appellant wanted to know when he would be given his pension.

Ground for the First Appeal:
Non-receipt of information from the PIO within the stipulated time.
Order of the First Appellate Authority (FAA):
The FAA in its order stated that the Appellant had sought redressal of his grievances.
Furthermore, the FAA allowed the Appellant for an inspection of the related documents
within 10 days for which the Appellant would need to make a request to DM, S. Depot.
The Appellant had the liberty to take photocopy of the documents which he considered as a
part of information.
Ground for the Second Appeal:
Non-compliance of the FAA’s order by the PIO. The Appellant has written to the Depot
Manager, SN Depot 08/03/2010. However, inspection of files were not facilitated.
Decision:
The Commission has perused the documents submitted by the Appellant. It appears that a
hearing was held by the First Appellate Authority on 26/02/2010. The Appellant and Mr.
RK Verma, AI/Dealing Assistant of RTI cases, SN Depot appeared before the CGM/First
Appellate Authority. The CGM/First Appellate Authority had given a clear direction that

the Appellant should be allowed to inspect the record/file once he files a written request
with the DM, S. Depot and that he would allowed to take photocopies of the
documents/record which he requires. The Appellant had written to the DM, Sarojini Nagar
Depot requesting him to facilitate inspection of the relevant record/files. However, the
inspection has not been facilitated. The Depot Manager is directed to facilitate inspection
of the relevant records by the Appellant before 20 May 2010. Photocopies of documents
identified by the Appellant will be provided free of cost upto 100 pages. A joint inspection
report signed by both parties will be sent to the Commission before 25 May 2010.
The appeal is allowed.
The Depot Manager, SN Depot is directed to facilitate inspection of the relevant records as
directed above. A joint inspection report signed by both parties will be sent to the
Commission before 25 May 2010.
