Background
1. The Applicant filed an RTI application dt.29.10.07 with the CPIO, SER,
Chakradharpur stating that he had given an exam for selection in the SER,
Chakradharpur and that the results of 24 applicants who had failed in the
medical test were sent to the Regional Personnel Officer, Chakradharpur. He
wanted to know the action taken on the names sent. The CPIO replied on
18.3.08 providing some information. Not satisfied with the reply, the
Applicant filed an appeal dt.30.11.07 with the Appellate Authority. On not
receiving any reply, he filed a second appeal dt.29.4.08 before the CIC.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing for May 18, 2009.
3. The Public Authority was absent during the hearing.
4. The Applicant was present during the hearing.
Decision
5. The Appellant submitted that as per the circulars of Railway Board
No.99/E/(RBE)25/12 dated 20.8.1999 and No.99/E(RBE)/25/12 dated
7.8.2000 regarding recruitment of medically unfit direct recruits in alternative
categories, the Appellant’s name was suggested for alternate employment
after he failed to pass in the medical test. The Appellant presented the letter
from the Chief Personnel Officer dated 28.12.07 informing the Appellant that
he had been empanelled locally not through RRB and that as such the
Appellant’s case for alternate employment has not been considered as per
extent instructions. Perusal of the information provided revealed that all
available information has been provided to the Appellant. With regard to the
Appellant’s grievance related to his employment, the Commission advises the
Appellant to approach an appropriate forum for its redressal. The appeal is
accordingly disposed off.
