Background
1. The RTI application was filed on 1.9.07. The Appellant requested for
information against 10 points regarding issue of his passport. The PIO
replied on 11.9.07 stating that the Passport application form has
discrepancies. While the name in the passport application form is
Ankur Mittal, in the school certificate it is Ankur. He informed the
Appellant that if he wants the name to be Ankur Mittal in the passport
he will have to submit 2 copies of newspaper advertisements
announcing his change of name and an affidavit stating that his name
has been changed to Ankur Mittal from Ankur. He also requested the
Appellant to send a photocopy of the telephone bill or Voter ID card or
Ration card . Not satisfied with the reply, the Appellant filed his
second appeal before the CIC on 27.1.08.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner,
scheduled the hearing for December 18, 2008.
3. Mr.Amrendra Sengar, Passport Officer represented the Public
Authority.
4. The Appellant Mr.Ankur Mittal was not present during the hearing.
Decision
5. The Respondent submitted that the Appellant had filed two RTI
applications dt.1.9.07 and 5.2.08 on the same subject and that he was
informed his application has been rejected on the ground that there
is a discrepancy in the names given in the application form and the
school certificate. If the Appellant submits 2 press clippings informing
the change of name as well as a self affidavit, the passport can be
issued.
6. The Commission advises the Appellant to do the needful in terms of
submitting the required documents to enable the Passport office issue
the passport.
7. The appeal is disposed off.
